i've done hundreds of the 199 carbs and have not seen 1 bad acc pump. not saying it can't be or isn't a problem.
if the pump is stuck closed it blocks the low speed pasage.
to test it, remove the low needle and shoot carb cleaner in it, it should go into the carb. if you dought this then turn the throttle shaft to wide open and repete test.
