I'll use a bar closer like that to over tighten a grove before welding any damage.  It's import to file or grind the bur off the side of the rails before using that tool or you'll get inconsistent results down the bar from running over the bur.

I over pinch them and then regrind the groove.  They last a little longer that way since the groove is straight and has the proper tolerance.  When you just pinch them down, the top edge will be tight but the bottom will still be loose.
