As I understand it, same idea, different direction.  The Silvey grinders use larger, 1 inch ID wheels, and need a reducing arbor to use the smaller, more commonly available, 7/8 inch ID wheels.  This replaces the OEM arbor, held on with a set screw on the Silvey 300 grinder.

(Maybe srcarr can pot a photo).

Other grinders use smaller ID wheels, and need a bushing to use larger ID grinding wheels.
