You can use a piece of thin wire (or heavy fishing line) tied through the end of the fuel line to pull the line through the tank.  No need to split the cases there (which would be a PITA).

Cut your new fuel line longer than needed.  Install the fuel filter on one end. 

Thread your wire or fishing line through the hole in the tank and fish it out of the fuel filler hole. 

Cut the other end of the new fuel line into a point, then melt a hole through that pointed section with a straightened paper clip, finishing nail, or similar that you heat up with a lighter/torch/etc. 

Thread the tank end of the wire or fishing line through that hole in the fuel line and twist/tie to secure.  Try to make sure that the knot/etc of wire/line is still smaller than the hole that you're pulling through.  I will tuck the free end of the wire/fishing line inside the fuel line if I can too.  Helps keep it from snagging. 

Pull the fuel line through the hole in the tank (or grommet if applicable).  It helps to oil up the line or grommet too. 

Pull the line through until the desired amount is in the tank with the filter on the end. 

Cut the cab end to proper length and install on the carb barb.
