there may be mixture limiter caps on your carb they are  pollution control.  Many people find a way to defeat the mixture limiter caps to get the mixture rich enough for a long life saw .the rev limiter is electronic inside the coil. thanks for all your hard work on a great distro Thomas

Depending on what year they were made, some of these had the needle valve cavities filled with a metalized epoxy where you couldn't adjust the needles. You had to buy a new carb.

Most had tabs on the needle valves that could be removed.
We should share what we know... someone may learn...
