The bolts are breaking from vibration. You may have to fabricate a muffler support brace on the outside of the muffler to keep the whole muffler from vibrating if it doesn't already have one. Also if they get loose they have a tendency to vibrate and break, a little high temp RTV on the threads will keep them from backing out.
