Echo Trimmer Carb Tune Troubles

I'm working on a 21.2 CC Echo string trimmer.  It's a Zama carb.  I've worked on a few of these carbs lately.  But, this one is kicking me around a bit.  Standard ethanol issues.  After rebuilding the carb it runs...but it's very rich and won't idle completely.  I can completely close both High and Low screws and it makes no difference.  It runs the same way.  The adjustment screws are having no effect.   Starts fine.  But, something's amiss. 

Any thoughts?  Thanks in advance.

To miss-place the regulator diaphragm and gasket will cause this.

On the regulator side of the carburetor the gasket goes against the carburetor body and the diaphragm goes against the steel cover.

at any rate something is holding your metering valve needle and seat slightly open? The lever is bent or out of place with relation to the diaphragm and the needle of the valve

Excellent call.  The lever was bent up.  Straightened it and she's got manners. 

Thanks for the replies.  I appreciate it.  The willingness to share knowledge here is tremendous.
