Sounds like you're on the right track. There are a couple things to remember about primer bulbs. First, they're set up to draw gas gently into your carb, NOT to pump gas in. That is, gas is gently pulled into the carb when you let off the bulb, not when you push. The idea is to protect the fragile parts inside the carb from the fumble-fingered he-man attentions of all us junior Paul Bunyans. When you push, all you're doing is ejecting that gas or air in the bulb into the fuel tank.

So, there should be a fuel pickup line (with a filter on the tank end) going directly to the carb, NOT to the primer bulb. There should be a (usually short) line from the carb to the primer bulb. And there should be a return line from the bulb to the tank that terminates just inside the tank, usually up high in the tank.
