254 xpg start help

I changed the spark plug and saw the tip was dirty and oily. It didnt want to start with the new one. I also saw the decompression valve was dirty and oily, and the cooler arond it. What can be wrong?

The decomp moves in and out, but its just a little bit loose. Can it cause the start problem. And if i replace it with a plug, how do i take the decomp out? do i pull it or screw it?

i got it loose now, when button is in i can blow through it, when its out its closed. So its better to replace with a plug?

Was the decompression valve loose? The first picture looks as though there was a bunch of carbon and oil at the base of the plug?   Is the gasket on the decompression valve?    If the decompression stuck open or leaking the saw could run port or not at all.  Try putting the decompression valve back in and make sure it's closed (button OUT) then see if you can start it. 

Has this saw run in the past? What's It's history?

The saw was running nicely til couple of days ago. I did as Cut4fun said and replaced the decomp with a plug. Not a proper one though, just a normal bolt that fitted. (see picture) Now the saw ignited, it sounded like it was going to start. But it never started idling properly. Any tips?

A few basics to check: the screen on the muffler may be clogged if it has one, check the fuel lines/filter as they may be old **** during the last use   Make sure the plug wire and ground wire aren't compromised and grounding somewhere. Check carb screws and cylinder bolts. Pull the plug out and check for spark.
