Do a compression check.  Fought several w/ same issue of not wanting to start.

Like Adam mentioned I have found when there is a lot of gunk and oil then there is a good chance the spark arrestor screen is plugged up also.
PP 505, 475, 445.

We're you able to check for spark with the plug out?  Make sure the plug is touching the cylinder for a ground source

Granted the saw has spark, i'd check the carb needle setting to see if they're in the ball Park and try starting it.  If it doesn't start pull the spark plug and see of its wet with fuel.

If it's got a good spark I'd start looking at the carb for possible flooding issues.

Looks like it doesn't have a screen in the muffler outlet??

That looks like one of the mufflers that doesn't have a spark screen to me - like an European one....
