Yes, most of the new bars I've got the last few years have a tiny oil hole. Must be an epa thing? I drill all mine out to 1/8" or 5/32". They work mo better!

Its an Dolmar bar. The oiler hole is larger than most of the other bars I have. Of course the others are STIHL bars.

You think maybe there is a problem with the way the chain is sharpened, the rakers filed, or even the design of the chain?

I would try a different brand or type of chain?

I'm figuring the chips are balling and getting forced down into the rails?

STIHL RS full chisel / .058 / .325 / 66dl
Not filed any different than all my other chains.
30 deg top plate with .025 rakers

We, that's weird! I have two 346s' and never had any oiling issues.

Sounds like a vent or pump problem. Had a 2152 that would do the same as you are saying and I ended up putting a new pump in. And has worked fine ever since. Just a thought.

Vent....No.  Pump....I don't think so. I can flip spin the sprocket with my fingers and bring oil to the outlet. I'm cornfused

Have you checked that your bar oiler hole is lined up with crankcase pad oiler when all together and adjusted?  Try it without the bar cover on.

there is a oil tank vent under the silver cover you have to pull the clutch and some screws to access. when you unscrew the oil cap does there sound or feel like any pressure is there. maybe like cut says oil hole in the bar is not lined up.
