What is L setting? More than a turn or less?
Re set the main inlet needle and make sure it opens correct and close correct. Set it with gas and under a little pressure.

Check leaking needle seat. Had a HD on a stihl that did that. Flood it with fuel. Replaced carb after rebuild didnt fix it and all was good again.

The stihl I could even get past the start stage with leaking needle seat, so scratch that I guess.

I was admiring the pictures you presented and comparing with my 371. I see it still has the genuine 371 cylinder but has 372 style starter pawls instead of the original 272 style pawls that work with the old style stainless tube hub pulley. Depending on the year made - they were both ways?

Does it have a Walbro HD-6? The ones in this country typically have the HD12B
