The same clutch drum is also used on the 298/1100/2100/2101 and 181/281/288 series saws where the plastic guard and rubber seal are used to seal the pump worm drive from debris. The 394/395 has a different pump and drive gear design that has the debris guard integrated into the worm gear so the extra pieces that come with the clutch drum can be discarded. 

Ok that explains why they are on there.   Someone did not realize on the 395 that you have to eliminate those parts.    Is the worm gear also a different width from the 395XP compared to the others.   It seemed like the clutch drum was jammed up against the worm gear not allowing it to spin free.
