Look at numbers 50 and 51 they are the limiter caps for the high and low speed screws. the ears on the two caps need to be removed so that the carb adjustment screws will move to a richer setting. You will need to a least remove the black grommet to gain access to the screws be able to trim them. You may have to remove the carb to get to them. I am not real familiar with that model.
