It sounds like the crank case is full of fuel to me.   

Turn the jets on the carb all the way off. 
Remove the plug.
Hold the throttle wide open.
Pull the rope and until you do not see any more spray coming out of it.
Take compressed air and blow down the spark plug hole.
Repeat this process a couple of times.

Put the spark plug back in and pull it over three times and remove it to see if it is wet.
If it is no longer wet then crack open the jets half way and try starting it.   
If it does not start pull the plug again and see if you need to richen or lean out the fuel mixture.
