Husqvarna 266xp clutch not releasing at idle. HELP

I have a friends HV 266xp and the chain keeps spinning at idle, engage chain brake and engine chokes down.
 He said it has been doing this since new. Clutch looks new saw has less than 40 hours use.
Does anyone have a suggestion?
I'm about to replace the clutch, I hope this solves the issue. The local HV shop has worked on the saw twice and let it leave their shop without trying to solve this problem, it is a little dangerous.

It may be assembled wrong?

The bearing my be frozen?

A spring may be broken?

Part of the clutch is the wrong part #?

You should be able to determine if the clutch is frozen up or not without actually running the chainsaw?

I have checked the bearing it is good, and the chain can be turned by hand. I think the spring is weak. Going to order a new clutch, hope this solves the problem before he cuts his leg off.

You can probably replace the springs by themselves which would save a little money.

Thanks for the input, the clutch is a bad design that was only used for less than 6 months, new clutch on the way.

Well all it takes is to over heat the clutch over time to weaken those springs.  Like forgetting the chain brake is on or sticking the chain in the cut and still giving it full throttle.

I've run into this a couple times over the years & it was always a clutch spring or springs.

springs are very weak, replaced clutch
