As a rule of thumb set low high needles to 1 to1.5 out. When you say hard to start isnt the 272 the saw that has two gaskets plus intake block w/ rubber that has to be mounder to cyl then set to base.  From you post the carb not letting fuel in with choke out or is it over fueling?Just tring to help.
