If the "H" was lean enough to keep it from revving, I would have to say the saw would just fall on its face and die.
Even pig rich, I think the saw would still rev.......not 14k+, but it would still rev.
I'm leaning towards a carb issue. Is the choke / throttle interlock working correctly? Sounds like its running on full choke?
