For some reason or another, your clutch is locked up and not functioning.

Could be the bearing in the center?

Could be a broken shoe or spring?

Using the Illustrated Parts List and to look at the clutch may reveal what is wrong.

Sounds as though the metering valve in your carb is not functioning. You could try a new diaphragm in the metering side of the carb?
