What I would do is pull the seal.   Put some 2 stroke oil on the rubber part of the seal so it slides on the crank nice a smooth.
On the outside metal part of the seal put a sealer and not RTV on it to prevent any air leaks.    Make sure the crankcase where the seal goes and the outside of the seal are both clean before putting the sealer on it and installing.   Let it dry for 24 hours.
