Went into town today with socket in hand. 
What I found was the base gasket leaking like crazy on the clutch side right below the transfer port.   
I could not get it to build pressure with a hand pump, so I hooked up a compressor to it and would blow short burst of air.   Then I could see the soapy water moving around.   I also found the screws that hold the oiler in place go right into the crank case and I had to put the screws in place to stop air from there.
I will do another pressure check on it after repairing the base gasket.   I also checked the cylinder bolts, and all were tight.   
So, who knows what someone did before I started looking into this saw.    This is one case where a pressure test was the only way to find out what was going on.
