could be a plugged impulse tube in the engine or a bad impulse line, bad diaphragm in carb /stiff or hole in it, plugged hole in the steel cover for the diaphragm.This is what I look for to start but you have all ready have a new carb so I would look at the first two. from what I can see is that the K760 came with a prime bulb so I would look at the base of the prime bulb it has a check valve in it it could be bad or stuck.
