The piston pump needs to be slid back in the pump housing to allow for the control bolt to thread into the pump housing. The round portion above the threads on the control bolt rides on the end of the pump shaft  near the splined portion. Once the control bolt fell out the piston pump slid forward enough to not let the control bolt slide in. May be I am missing what you are asking.
