The link that was posted to the carb exploded view. I have that same pdf except in the menu it doesn't have what 21A and 45 are. Everything else is the same but those two are omitted and that's why I posted the question here. Giving an update as to where I am with this. I clipped off the tabs from the limiter caps as suggested. I tightened the idle adjustment in all the way and did the same with the H and the L. I then backed them all back out 2 full turns. After this didn't work I adjusted each one like this below.
H 1/2 turn
tried to crank it. At least 4 pulls choke on
L 1/2 turn
tried to crank it. At least 4 pulls choke on
Idle 1/2 turn
tried to crank it. At least 4 pulls choke on

again
After second time I waited 30 minutes in case I had flooded it.
Then I repeated it all again and kept doing this till I had gone what I knew had to be way to far.
The next day I repeated the same process. except this time I didn't have the choke on but I put the toes of my shoes into the handle so it pressed the throttle trigger full open. After a couple of adjustments it did fire up several times. But even though I would hold it and rev is up a bit I couldn't keep it running long enough to try and adjust the screws (Idle, H, L) to see if I could get it adjusted. As long as I kept my finger on the trigger it would stay running but if I let it die down some it would cut off.

So I decided to (I put this plug in last year) regap the spark plug, cleaned the plug. I changed the gas (new mix and all) and the oil. Put a new air filter in. Didn't have a fuel filter but I think it's ok since it did crank and run.

I retried it again and it cranked but did like it did earlier. Plan to tinker with it more today but I think I will have the same results as before. Am I leaving something out here.

Since I am still working on this saw I wanted to look for more videos that can give me more incite. I found this and it looks very much like my saw on the inside. I am pretty sure my plug is ok in my saw. Since I did have it running the other day several times. I was thinking about moving on to the coil. I know nothing about the coil except what I have read last night and seen on videos. On this video around 3:45 he is showing where "muck" can get clogged in and prevent a saw from starting. I am planning to break mine down to this point and check that because I know mine has NEVER been cleaned up and when this saw is running I use it several times a week. My biggest concern in taking this apart is at point 4:30 in the video when he is doing the spacing between the coil and the flywheel. I don't have any way at all to measure this space and he is using paper. I may have a set of some auto point gaps somewhere that may help me get an exact measurement but in some videos I have seen where some people eye the gap, some use 2 business cards, folded paper and cardboard to make this space. How big a deal is this space as far as being like perfect or is it something that if you get close your good enough and not gonna hurt the saw or anything.

Your situation sounds just like a 257 I tuned up for a buddy last summer. I had a hell of a time getting the carb adjusted right. It turned out the idle screw needed to be WAY in to get it right. Maybe the spring was just worn, not sure. Couldn't get it to start unless holding the throttle until I got the idle right. Turn the idle in then turn both the L and H in to lightly seated then back them out around 2 full turns, maybe little more. I'd bet it starts on first or second pull. It will idle high but you can then back out the idle screw some until the chain stops. Then fine tune the L and H to get it right. Hope this helps.

What else have you done to the saw besides trying to adjust the carb to get it running? how long has it sat since you last run the saw?

I will try it the suggested way. I put a new carb in last year about this time. But it ran fine most all summer. Toward the end of the summer it started doing what I have already said about running then like after a tank of gas I couldn't get it to run unless I let it sit a while like it needed to cool off. Around September I just started using my wife's saw. Hers is smaller and goggs down on bigger cuts and I decided with summer close I needed mine working, thus here I am.

after you set your Carb adjustment again leave your fuel cap a little lose and see if that helps. seems to me it is starving for fuel on the low side for start up, if the tank vent is not working right it will vapor lock the tank and the fuel will not move up the fuel hose.
