Title: Stihl 009L Flooding Out HELP!

I bought this 009L and have tried to get it working.  I've replaced the fuel line and vent line, fuel filter, spark plug, and gasket between the carb a reed valve.  I have totally cleaned it inside and out and adjusted the H and L on the carb back to factory (don't know setting for LA).  When I try to start it, it floods out within about 5 pulls.  The reed valve and compression seem to be good.  Any ideas?

Try just pulling it twice without the choke on and then if it doesn't start, try a couple pulls with the choke and then pulling without the choke. If it floods then you have a problem with the needle and seat of the regulator or else the diaphragm of the regulator.

What it sounds like to me is a classic case of a puckered main diaphtragm that is holding open the fuel lever .

I do not have an IPL of that model but I do of an 010-011 which is about the same thing .It lists two carbs ,A Walbro WT and a Zama C1S S1.Nothing is praticularly earth shattering about the Walbro but the Zama is listed with a piston type accelerator  pump .If it isn't a main diaphragm and it is a Zama that pump might be the crux of the problem .That's about all I can add because I've never seen either the saw nor the carb .

You replaced spark plug but does it have spark? What about compression?

This might sound silly, but if the idle screw is out to far it will flood out when you pull it, Its like having the Choke on.
i found this out the hard way one day, I was cutting all day with an 034s then i put it in the back of my Polaris coming out of the woods the trail was pretty rough and it must have vibrated the idle screw out (it didn't have the plastic retainer on the screws) anyway the saw kept flooding out, after spending two hours tearing the carb apart and checking everything, than i turned the idle screw in and it fired up.

Does anyone know the factory setting for the LA screw?
