Firewood guy brought me an old 031 to fix starter. Problem is I don't see anything wrong. When you slowly engage it hooks up like it should. If you just pull quickly like most do it won't engage. The pawls look good minor wear. Springs feel like they have enough tension. What am I missing?

does it have 2 or one fngers? just replace them and clean everything.

Most of the time the fingers are okay but the recoil side is worn, you can correct that just by grinding then at the right angel ;)
Put some WD-40 to the pals on the flywheel end feel if the springs are strong enough

From the IPL it appears to use a single pawl assembley with the pawl in the flywheel and a tension spring . The McCullochs use about the same design except they use a two pawl system .If for some reason the spring has became disconnected they will not work properly .
The tension spring pulls the pawl inward so it will engage the starter cup .Once it starts centrifugal force will force it outward away from the starter cup assembley .
