It is hard to imagine how it could be coming out of the output hole like that, because the pump isn't really made that way.  I am thinking that you may have some crankcase damage.  I would remove the bar/chain, empty the tank and refill with gas mix.  Also blow off all of the crud, and that gas mix will flow out quickly so it will be easier to see where it is coming from.  Of course, no smoking!!!

I had to repair a plastic oil tank on a few where the chain had took a chunk and another a crack. Could this be the case here?

Yeah, or with the old style bar tensioner, and the tank **** behind it.

Stihl 023 and another 028.
023 has issues. choke wont open all the way. Hangs up. Looking at it appears to be a aftermarket carb.
Then after running and still choke issue. But can take it off if shut saw off and start back up. Noticed oiler not working.
028 pretty much fine after carb tune. Just need the rest of the parts.

afm carb that someone used wont release choke. But figured out a work around, other wise I think another carb IMO

Redneck fix for plastic crankcase fix worked again. This one I used the steelstix instead of the 2 mix jb type. Just seems stronger IMO. But all that matters she is oiling again.
Thanks to whoever showed me this in a thread awhile back on chainsaw repair group.

Pulled that aftermarket carb off that choke wasnt working right releasing etc. Then finale straw it would take a tune and run right at all. OEM with H L back in its place. All is good now. 😎
