I spent a lot of time troubleshooting my model 024 before I discovered that the muffler was plugged. It has only 4 small holes to let out the exhaust and a little screen over them . My saw had been used a lot over the years and the screen was completely plugged. It is very easy to remove and clean. Two screws hold the muffler. After it is removed there is a screw that holes the screen and it slides out so you can clean it.

Enlarge the holes in the outlet and in the exhaust port end of the muffler - re-adjust your needles and enjoy

If you really want it to run cut the baffle cage clear out of it and only use the shell .I mean all the diverters ,everything .For no larger than they are that little saw is capable of running very well with the proper treatment .
