ok, I figured it out
I took out the air filter and the 4 screws holding the black plate on the carb body. the loosed the plate enough to move it a little back out of the orange hole the primer bulb sits in and then I was able to see one of the barbed clips on the top side and took a small flat screwdriver and pushed down and out and it popped out with the 2 fuel lines attached. I used a small pair of needle nose pliers to gently pull the bulb out until I could grab the 2 fuel lines and pull them out enough to get both off the old bulb and replace with the new one. Once I figured it out it took maybe 2 minutes to remove the old and replace with the new one.
I probably didn't need to even remove the 4 screws after looking at that.
good luck

I hope you remember which fuel line went where on the purge bulb. It makes a difference. The bulb actually purges the air out of the lines and carburetor.
