well i inspected the tensioner again and can see it is worn,slightly bent,and threads show wear,so it needed to be slowly put together and tension properly,but leave the bar down, do not raise for final tightening,and tighten slowly and evenly, and not overtighten,then with the carb there is a 3 piece limit cap,the first one comes off and you do not need,then the remaining caps in the H-L settings can be pulled slightly back and then back turned,then pushed back,  to increase adjustability, and now is cutting thru huge wet popple with no problem,hope this helps for someone in the future,thanks
