Title: Pickup Tube Installation

I'm working on an old Troy Bilt Pony that I bought at a yard sale.  It just needed some basic consumable parts.  What I'm concerned about is replacing the pickup tube on the Pulsa-Jet carb.  Somehow I've never run into one of these.  From what I gather the basic technique is to heat the brass tube nipple, soak the top of the pickup tube in hot water, then put the retainer ring up on the brass, then push the plastic over the brass.  Finally, pull the ring back down.

The question is about the retaining ring.  Does it just slide on?  It doesn't look like it.  It looks like it has to be expanded so it has spring tension on the plastic.  How does one do that?
