OK I needed to use the saw so I cleaned everything up, put some threadlock on the H and L needles being careful not to get any inside the carb. Started it up set the needles and let it sit overnight for three threadlock to cure. Tried screws in the morning, can move them but they are much tighter. Did some final adjustments then added some epoxy on the screw heads and inside the little cover that goes over the screws, let that set up. Saw now runs better than it has in 10 years.
I do have a cheap China carb for husky 272 on the way to try with some modifications of course.

I've had success with just adding a tiny washer between the screw head and spring to raise the spring tension slightly. If you are putting washers on both screws and they interfere with each other, put one on the top of the spring and the other near the carb body. Hardest part is finding small enough washers.

Suppose if the spring is really bad a locking agent would work, but my worry is that most of those products get tougher/harder with time. You might find you can't adjust it as time goes on.
