You may have to measure the circumference of the flywheel and divide by 360 to get the 3.8mm in degrees.

That's the problem; there are several "perimeters" where one could measure the distance!

attached is photo of fly wheel. I think the right hand mark is TDC; what are the other two? They are much further than 3.8mm. Do you measure 3.8 at the perimeter, or on the circumference where these marks lie?

I would measure all the way around and see where that puts you. It's hard to say how they set it up.

Those holes are where the balanced the flywheel
