Doesn't look like a Eastern red cedar (I haven't been west of the Mississippi very often). Yet, I would have had to refer to it as a cedar and leave anything more specific alone.

Eastern red cedars that are so prominent in the Eastern USA are somewhat related to the juniper family.

But Western red cedar belongs to the cypress family.

http://en.wikipedia.org/wiki/Thuja_plicata  is somewhat related the the arborvitae. It doesn't have the blue berries.
