help with eager beaver magneto

I was given a basically new old eager beaver. It needed a new carb kit and to get to the carb i had to remove the magneto. I guess i did not check as close as i should where the fiber washers go for the magneto.  I have one lead from the magneto that seem like it should be attached to the magneto body. Once attached to the body should that lead and the body be grounded through the accompanying screw?  Obviously when i got it assembled i had no spark.  Also is ther a way to check without putting the motor in the case, like spinning by hand with the plug out?

I use a battery drill on the flywheel nut to spin a saw over when no pull starter is connected with the low speed of the battery drill I have not undone the nut DO NOT do it with a power drill  MAKE sure plug is out

I use a 18v battery drill too.  Spark plug out.  I use high speed cause I had a 61 Husky (2 part ign.) fool me once on low.  Low wasn't spinning fast enough to energize the field.
