Isn't that just how a 2 cycle scavenges to get all the exhaust out, and the reason the epa don't really like 2 cycles because they spit out unburned gas/oil out the exhaust through scavenging.?

Not IMO, it really should not Short Circuit, however a tiny amount as said earlier, you can get away with without loosing performance. Which is the situation 660 is in. There are lots of factors that impact the design Short Circuiting the intake path (incoming F/A charge bypasses the transfers and goes directly out the EP) aka free porting or the prevention there of is one of them.
