I've had it be crank seals on this. Also had **** split intake boot do this too.
Surging idle is the usual symptom of an air leak. Top handle saws are prone to intake boot leaks.

Did you find a problem during the Vac/Pressure test?

Nope, I just Redneck it.    ;) :D
