Rings need to have some room to move, shouldn't be tight in the groove.  How's the locator pin oriented? Does the rung end conform to the pin after ypu ground the gap?

I routinely use 1.5mm thick rings in the old mag saws that originally had 1/16" thick rings.  Lots of side clearence.  Some say too much but it is better than too tight.

one more lesson learned here
pulled jug and rings and remeasured. measurements still conformed to pin width + bore x 0.006. still, nothing else seemed plausible so went ahead and took the file to the ring ends a little. fits up really nice now. still assembling so can't report on how it runs. will let you know how it pulls.
thanks for all the comments and suggestions.

update. finished assembling the saw and started last night. started easy without b/c. when put b/c on it not so much. haven't had a chance to tune it in so jury is still out. more later.
