I usually blow the filters off with compressed air.

The anti vibration buffers at the bottom are rubber.   They have a screw thru the center of a black cap.   After removing the screw you can pry out the plastic cap.  The other anti vibration buffers are springs.   

That should make a good starter saw.    When you take the carb apart make sure to pay attention to the order of the diaphragms and gaskets.
