It does have a reed.  Unless the reed is being held open by some grit or other junk, it's likely not the source of your problem.  When you rebuilt the carb, did you replace the carb mounting gasket?  If it's leaking then you'll have week impulse signal.  Also, if the crank seals are leaking then you'll have week vacuum signal. 

These saws have a long fuel line.  If the pump section of the carb isn't working well (due to week impulse signal, incorrectly installed diaphragm and gasket, clogged screen, etc) then it won't pull fuel.  If the gasket between the top handle/carb box assembly and the crankcase is leaking, then you will get week impulse signal as well.
