No clue how true all of this is. But saving

"I do not know how to correctly address this discussion and displacement for the Poulan consumer chainsaw. Initially, this model family of the chain saws was offered in 2 different displacements, 36cc, and 42cc; the original designation was called CSI. I am not quite sure the first model year that this family of saws was introduced but it must been somewhere around 1995. During the late 1990s and the early 2000s, EPA was introducing phase two emission regulations. These regulations took effect in 2002. For each year after 2002 up to 2007, emission regulations ratchet down to a level that could not be achieved unless the engine had been redesigned either by using airhead technology or with a very efficient catalyst. At the same time, Poulan/Weed Eater was moving its engineering offices from Shreveport, Louisiana, to Texarkana, Texas. There were a lot of people in the engineering department concerned because engineers did not want to relocate to Nashville, Arkansas. The marketing sales offices moved from Shreveport, Louisiana, to Augustine, Georgia. Electrolux home products were consolidating their offices in Augustine Georgia. This more or less allowed Nashville Arkansas to do whatever they wanted to do. They decided that they no longer wanted to produce 2 different displacement engines and will consolidate the displacements into one 42cc. They started producing only one displacement sometime before phase 2 emissions took effect in 2002 I have not been able to find out when this change took place but it is safe to assume starting in 2001 there was only one displacement. I am not quite sure reports that there were smaller displacement engines after that time I am not doubting anybody I just can’t explain it. Starting In 2002 Poulan began to introduce the variation of this family classified as LE, which was only 42cc. To meet the requirements, they had to make significant revisions to the exhaust, intake, and transfer ports. They also restricted the exhaust outlet to increase the backpressure of the system. The screen around the internal exhaust had a low-grade catalyst applied to it. All these changes made a very weak running chainsaw. The rated at horsepower that was reported to EPA was 1.8 hp. Before that time even 32 cc chainsaw’s would be close to 2 hp. In fact, they knew during development the horsepower is low so the increase at Venturi size of the carburetor this did not seem to help. The air intake for the carburetor is the hole that is located beside the flywheel underneath the fan housing. The thought was the wood chips would be tossed to the outside by the fan and only the clean air would be close to the fan. This could be a restricted point. These series engines were not derived from the partner chainsaw. They were derived from the P 600 project. The project was cooperation between the Electrolux Sweden and Poulan in Shreveport. The project produced the 42 cc Husqvarna chainsaw. It is true that we use the Partner 450 fuel tank housing for the very first running prototype but the engine was designed and developed at Poulan in Shreveport Louisiana".
