I have been experimenting with making the diaphragms and find punching out the impulse and screw holes on either a cutting board/high density fibreboard work well.  I looked closely at those OEM diaphragms and it appears as though the holes have been fused around the cut edges after cutting.  I was struggling getting the small holes for the pegs punched adjacent to the button/pintle pump area, as the material is very tough.  I heated up a small nail in a torch until it were glowing.  Melted perfect holes.  I imagine a soldering pencil would work as well.

When I was making a few of those diaphragms I used a leather punch.   That seemed to work great for me.
