May be getting air from somewhere like the intake boot or the impulse line has a crack in it it?

I was thinking about the needle adjustment  Can it idle good sucking air around the intake. No impulse line on these.

Normally they don't idle reliably with a air leak.

But impulse path problems they can idle fine and have difficulty with running high speed.

I will pull it off and check. low high screws are crazy on these as well. Post on old forum said start with low two turns out. No agreement where to start with high adjustment but I adjusted my high everywhere including falling out.

The high speed screw is usually the same as the low speed screw.

On the regulator side of the carb, the gasket goes against the carb body and the diaphragm goes against the steel cover.

I would ultrasound the carburetor with it apart.  Including both jets being removed.    Blow it out with low air pressure around 25 psi and then spray some carb cleaner through all the orifices and then re-assemble the carb.  Make sure the diaphragms are in the correct order.

took carburetor off. checked metering diaphragm was on steel side. checked impulse looked correct. needle arm looked a little low  zama sheet said 3 to 12 thousands pulled it up till it barely touched straight edge. think I only moved it maybe 30 thousands. deburred all sealing surfaces . put it back together. took it outside it cranked easy and ran great. I did remove adjustment screws and shoot brakleen through holes. Still wishing I had a ultrasonic. I had been playing around with adjusting screws several days getting nowhere. Don't know exactly what fixed it but i am glad  it runs right now. Thanks for all the help.

If you had put a new lever on for the needle then I can see it might have been lean.   But if it was the original lever then I would be more inclined to believe that there was dirt still in the carb that you got rid of when spraying it.
