I have 3 of the Poulan 295's. 

Yes there is a tank vent for the oil tank.   It will not draw oil unless it is vented.

The other thing I have done is this.    At the end of the oil pump is a small hole.   You should be able to rotate the pump by hand and see a small piece inside move past the hole.   This will at least tell you if the pump is being turned by the worm gear.  Remove spark plug first.

It has been awhile since I worked on mine so I hope I remembered right.
