I would not remove that welsh plug unless you know what your doing.  You can wash out that circuit through the low side jet with brake clean.  Hit the holes in the throttle bore with a thin copper wire bent to look like a number 7.

Check your gasket and diaphragm order as well as your metering lever height.  Did you replace the inlet needle?  Use a wet q-tip shaft to clean the seat.  Your best bet for a spray cleaner on these carbs is non chlorinated brake clean.
