What's plastic piece in gas tank?

I have a Craftsman, which is the same as Poulan P3314.

It’s not running well, it does start, works part of the time, but it won’t go full power, dies back.

I dumped out the gas and a little plastic/rubber piece fell out, along with the fuel filter.

Can anyone tell me what this small plastic piece is/does, from inside the gas tank?
If you can tell anything from the picture.

That's a duck bill check valve, ie tank vent

Yep that is the Duck bill valve.    Looks like it may fit into the top of the gas cap.
