Well sometimes persistance pays off.   I have working now.

I took the hose off from inside the tank and put a vacume line on it and then blew it out with about 30 psi from that end.   I then put it all back together put oil back in it and then pressurized the oil tank.  I let sit for about 30 minutes came and checked it and the oil had passed through the pump and out to where the hole is for the bar.  I then released the pressure and cleaned up the oil and started the saw and it is pumping as nice as can be.

I am wondering now if the pump needed to be primed and would not work due to alot of air in the lines and pump.  Anyone ever have to prime a pump to get it to work?
