guy off craigslist asking me make offer on 2     034 saws 1 super 1 electronic   disassembled in a box said 1 has bad piston but good cylinder    is it safe to offer him a hundred if pass visual inspection or should I throw a 75 dollar offer first.

Depends how bad you want parts. I would start at 50 and go from there.

In average ready to cut firewood condition will one sell at  200 or am I overrating them. I never sold a stihl yet.

pistons are still available for both around $50 new OEM and AM cylinders are pretty cheap as well
make SURE which oil pump they have the older style is NLA anywhere except used on Ebay and they fail at a high rate, if it needs that oil pump it is worthless except as a donor saw for some other parts
034 plastics are not available reasonably so if they are ugly/damaged that will hurt resale
If you are comfy rebuilding saws they should bring $250 each in the next month (I am in Columbus, might be less in smaller communities) so $100 with $100 fix it budget nets you $300 for a few hours work, if all goes well.
Make SURE The electronic is not an electronic quickstop with the rare, crappy brake setup, there is a guy on AS fighting with one now.
It was a revolutionary innovation that everyone hated like the red light :)

034 super = 036 I get $250-$325 out of good runners here local
034 $150-$225

IMO $100 for 2 in a box is a good deal.  I dont mind paying ask price if I get somewhere and notice they need the money worse then me.

The last one I bought,034Super was 50 bucks from a dealer no less

Actually it runs just has a slight burn on the exhaust side. At worst it's likely just a piston ,might just need rings No more than another 50 .
