I have seen a slightly bent spring hold up the pawls from extending.
Make sure (while holding the assembly in your hand after removing from the saw) the little tabs on the pawls are inside the spring so when the rope is pulled, the spring directs the tabs on the pawls outward, without any hang up or hesitation
