I got the new clutch side seal in. It is slightly canted and below flush so will hope for the best. Can't change it now. I did grease it. Now the blade brake handle won't go forward. I tried to reduce the picture size but no luck.

I got the saw back together but it still won't run at idle. It seems to run at a constant RPM at high speed but haven't tried it on a log. Could take the fuel filter off and try it. The line seemed stiff enough. Not sure what to do now.

I do believe that the wt-16 carb has an independent fuel circuit where the idle and main jet circuits run in parallel. Witch means a change in the low speed will require a change in the high speed and vice versa. I would try and richen up your high speed and see if that helps your idle. Also your basic setting is 1 and a quarter turn out from a lightly seated position, on both the high and low speed. Also make sure your idle speed screw is making contact.

I still haven't got it to idle but at full speed, it doesn't fluctuate like it did before. maybe the fuel filter was dirty.

Can someone tell me why the blade brake handle won't go forward?

By just looking at the picture I cannot tell why the chain brake is not working.   But it would not hurt it to blow it out real good with some compressed air.

Looks like the tang on the lever is too far up and the cam on the over-center mechanism will not let the lever pass?

Sounds like you need to correctly go through the fuel system before worrying about the chain brake.
